The Former President's Woke Alarm Misses Europe's True Threat: Economic Stagnation.

The recent US security policy document offers a misguided view of the European Union. It claims that unrestrained immigration and so-called "woke" agendas pose an grave risk to European civilization. However, this perspective rests on a fundamental misreading of the reality. The actual danger confronting the EU is not cultural but economic and technological lag.

The Stark Economic Gap Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP grew by 87%, while a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Currently, about half of the global 50 largest tech companies are American, while a mere four are European.

The Innovation Shortfall: The Core Question

The growing economic gap stems from stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of global tech dominance is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at over $10bn, versus just 14 in Europe.

This disparity raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe positioned? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. Europe has yet to establish a true capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can introduce a product under one set of laws to access a consumer base of over 330 million. The EU, despite a larger population, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Notable reports on European competitiveness and the internal market highlight the necessity of sweeping changes.

With the right policies and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

Europe still possesses significant strengths: skilled workforce, excellent schools and universities, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. However, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of world influence.
